AWS SQS Bucket Level (v0.1.0)
NBS sends updates to PAL whenever there is an update of some of the entities in NBS. Initially it is only related to Subscriptions. This is received in the pal-nbs-ingress.fifo queue.

Overview
This is an event which is recevied from outside of PAL. It is generated in Nipsoft NBS system when a bucket has changed the amount of credits. An SQS queue is used to ingest the event into PAL.
